The USS Carl Vinson anchored two nautical miles off the port city of Danang, which was a key battleground during the war that ended in 1975.

That announcement came during a two-day visit to Hanoi by U.S. Defense Secretary James Mattis and followed months of backroom military diplomacy between Hanoi and the Pentagon.

An MoU was signed that calls for collaboration between India's Global Center for Nuclear Energy Partnership (GCNEP) and the Vietnam Atomic Energey Institute (VINATOM).

Vietnam has also urged its fellow ASEAN nations to take a stronger stance against China in the South China Sea, though the body has largely chosen not to forcefully challenge Beijing.

Though the U.S.is not a claimant to the resource-rich waterway, it has long lobbied for freedom of navigation in the sea to counter China's growing influence.

As a matter of national security doctrine, the fiercely independent Vietnam has adopted a "three no's" policy of non-alignment with one power bloc against another, non-hosting of foreign military bases on its soil, and non-alliance with and dependence on any external power.

Trump himself touted possible missile and other advanced weapons sales during his November visit to Vietnam but not major arms deal has yet been completed. Some 58,000 American soldiers and an estimated 3 million Vietnamese were killed in the war.

The South China Sea is off the coast of Vietnam, and that body of water sees $5 trillion in cargo pass through each year.

Several Danang residents said Monday that they welcomed the navy visit. "Now the aircraft carrier comes with a completely different mission, a mission of peace and promoting economic and military co-operation between the two countries".

"I'm very happy and excited with the carrier's visit", he said.
